Changes to the “Identity API+” Service – Age Verification Based on Age Thresholds

Starting from 1 July 2026, LVRTC will introduce changes to the age verification functionality of the Identity API+ service. To ensure that personal data is processed only to the extent necessary for the provision of an e-service, service providers will no longer receive a user’s exact age.

What is changing?

Until now, the exact age of an authenticated user was provided to the service provider, allowing the provider to determine whether the user met the age requirements for a particular service.

From 1 July 2026, age verification will be performed using predefined age thresholds. Instead of receiving the user's exact age, the service provider will receive only the result of the age check:

  • Meets the specified age threshold
  • Does not meet the specified age threshold

The user's exact age will no longer be disclosed. Starting from 1 July 2026, it will be possible to verify compliance with the following age thresholds:

- above 16 years;
- above 18 years;
- above 19 years;
- above 20 years;
- above 21 years;
- above 24 years;
- above 25 years;
- above 65 years.

Technical changes to the integration

To ensure uninterrupted operation of age verification functionality after the changes take effect, clients were required to submit an application to LVRTC specifying one or more required age thresholds for each TX user account in use.

Once an age threshold has been configured, the customer’s system will receive only the age verification result (eligible / not eligible) for the specified threshold.

For integrations using the OAuth 2.0 Authorization API, the required age threshold must be specified in the authorization request using the corresponding "scope" value.

New customers who start using the Identity API+ service after these changes have been implemented are not required to take any additional actions, as the age verification functionality will be configured in accordance with the new process during the service onboarding and integration phase.

Transition period

During the transition period, until 1 July 2026, the system will continue to provide:

  • the result of the age-threshold verification;
  • the user’s exact age.

From 1 July 2026, the transmission of a user’s exact age will be permanently discontinued, and only the age-threshold verification result will remain available.

Why are these changes being introduced?

The changes are being introduced to comply with the data minimisation principle and to ensure that e-service providers receive only the information necessary for delivering a specific service, without processing personal data to a greater extent than required.

To enable timely preparation for the implementation of the planned changes, LVRTC began informing existing customers of the Identity API+ service in March 2026. This was done through direct communication with the contact persons specified in the agreements and by sending an official notification letter to the respective organisation’s official electronic address (e-address).
